1994 : ASIAN DEVELOPMENT BANK

In the context of a 600 million gas transmission and distribution project in Sumatra to be realized by Perum Gas Negara (PGN) and partially financed by the Bank this mandate comprised a mission in Jakarta Indonesia to investigate the legal status and institutional responsibilities of PGN as well as the regulatory framework in which it operates presently, the preparation, in Manila, of a comprehensive report identifying the key issues and constraints which could inhibit effective performance of PGN focusing on institutional, regulatory and "national interest" aspects and the drafting of recommendations on steps to be taken during the construction phase of the project to train personnel and institute a transparent regulatory framework which would ensure that PGN operates efficiently and sets equitable tariffs and access rules for the proposed common carrier pipeline.

 

1993 : GAZ METROPOLITAIN inc.

Consultations on the rate structure and tariffs of this natural gas distributor.

 

1991 : DYNAMIS ENVIROTECH INC. (SOFATI GROUP)

Evaluation of the prospects of setting up an indian joint-venture to build a natural gas fuelled, combined cycle thermal power plant combined with a facility for upgrading agricultural waste to valuable animal feed. This mandate entailed:

- travelling to India to establish relations with the pertinent governmental authorities and with private companies likely to be interested in the project, either directly as potential partners, or indirectly as suppliers or as customers,

- studying the Indian legislation governing foreign investment,

- getting the basic data required to carry-out a preliminary feasibility study of the project, and finally,

- drafting a detailed report on the pros and cons of such a venture.

 

1990 : DEPARTMENT OF FISHERIES AND OCEANS OF CANADA

Consultations relative to the safety aspects of the Soligaz project involving the shipment of liquefied petroleum gasses (LPG) up the St-Lawrence river to an LPG terminal at Varennes near Montréal.

 

1990 : GEOPHYSICS GPR INTERNATIONAL INC.

Mission to India and Pakistan in order to provide GPR with the perception of an independent third party of the market for geophysical services in that part of the world and generally, to report on the state of GPR's interests in those two countries. This mission resulted in the identification of new potential clients and to the recommendation of a marketing strategy appropriate for India and of another one applicable to Pakistan.

 

1989 : DEPARTMENT OF ENERGY AND RESSOURCES OF QUEBEC

Various consultations on regulatory matters and creation of the ZENO computer program allowing the automatic calculation of fully detailed sets of natural gas distribution rates while showing the extent of cross-subsidy between rate classes caused by each such set of tariffs.

 

1980 : UNITED NATIONS (UNDP)

While still president of SOQUIP, seconded to the UN for a mission as petroleum legislation expert to Equatorial Guinea on behalf of the United Nation's Development Programme (UNDP) in order to identify the essential aspects of the oil and gas exploration situation in that region and advise UNDP as to the most appropriate response to be given to the request from Equatorial Guinea for assistance in drafting a new petroleum law and setting up a state owned oil company.

 

1979 : UNITED NATIONS (UNCTC)

While still president of SOQUIP, seconded to the UN for a mission to Guinea Bissau on behalf of the United Nation's Center on Transnational Companies (UNCTC) in order to advise on the most appropriate steps to be taken by state oil company "Petrominas" to insure that the exploration of that country's sedimentary basins would take place as soon as possible and according to the country's best interest.

 

Summer 1969 : DEPARTMENT OF NATURAL RESOURCES OF QUEBEC

During my holidays from ELF, I was consulted on various aspects of the petroleum industry in Quebec and on the creation of Soquip. My thoughts were expressed in the report "Réflexion sur la Situation de l'Industrie Pétrolière du Québec" While I was working in Paris, the comparison of data on crude oil prices generally practised for arms'length transactions to which I had access, and the prices declared to customs of oil imported into Quebec prompted me to recommend the creation of a state oil company to the Quebec government as early as 1964. This was my first initiative as a consultant.
